Born in Sterlitamak, Bashkortostan Republic, on 12 February 1971

Graduated from the Contemporary Humanities Institute (Moscow) with a degree in Economics in 2002 and from the Chemical Engineering College (Sterlitamak), Faculty for Industrial Chemistry of Organic Substances, in 2005, specializing in Chemical Engineering; also graduated from Ufa State Oil Technical University, Faculty for Industrial Chemistry of Organic Substances, specializing in Engineering, in 2012, and from the Bashkir Academy of Public Service and Administration under the President of the Republic of Bashkortostan, Strategic Management Faculty, specialization: Management, also in 2012.

Sergey has worked in the chemical industry, at major Russian enterprises like OJSC "Soda" (Sterlitamak) and OJSC "Bereznikovsky Soda Plant", for almost 25 years.

From 1989 to 2013, being employed at OJSC "Soda", he rose through the ranks from 4th Grade Operator to Deputy Manager of Calcined Soda (which was the company's main product) Production. He also worked as Deputy Head of Technical Department, being responsible for developing the technical policy and for managing and supervising the company's investments.

In the period from 2013 to 2015, Sergey headed the operations of OJSC Bereznikovsky Soda Plant in the role of Production Director.

He was awarded the title of Honorary Chemist of the Republic of Bashkortostan.
